There's a two day hold period on the licenses. That means, once a user checks out a license, it can not be transfer to another user until they go two days without using the license. So, if a user leaves the company on Friday, a new employee can start using the software on Monday.
These licenses are managed by License Server software. A network administrator must setup the License Server software and configure client systems to checkout the licenses. Initial setup of the License Server software requires some basic computer administration skills and will take about an hour. The requirements of the system that will host the licenses server software is very minimal. You can setup a virtual machine image to host the license server software.
